Re: her boyfriend
I think he is a "dead end", a "road block", or any other analogy you can think of. In 43 years, the police have never been able to establish a case against him. The DNA didnt match him, they dont have a witness placing him at her murder scene, etc, etc. RPD put blinders on and let pride take over, essentially refusing to consider Zodiac as her possible murderer. I think that "pride" on their part hampered their investigation as well as the Zodiac case investigation. They missed a chance to possibly get Cheri's killer and the Zodiac. Zodiac was later determined to have been the author of the Bates letters, as well as the desktop poem, which clearly shows that Zodiac was in southern CA, and at the very least wrote the letters. Why not look at Z any closer as a suspect? Maybe they could have figured out who she knew that later moved to Northern CA. Why?.....BLINDERS!, thats why
A perfect example is the DC Sniper case in which a witness early on reported a car fitting the car used by the snipers, but with a "black driver". The FBI profiler said that it wasnt likley, and that it was more likely to be a "white male". From then on, they wer looking for white guys in white box trucks.

Re: her boyfriend
the zodiac copoycat from the recent years also hapenned to be victims boyfriend. That also smells like her boyfriend could be the kiler, who knows, maybe even the zodiac lol, or one of his friends
Re: her boyfriend
I highly doubt it could have been her boyfriend. The clues are in "the confession" letter:
"but only one thing was on my mind. making her pay for the brushoffs she had given me in the years prior."
To me that signifies this was someone who had tried to ask her out over the years and was unsuccessful. The boyfriend was the boyfriend, someone she liked, who didn't get the brushoff. It also provides a clue that Z had been in that area for at least several years and was not just passing through.
It seems like Zodiac in his younger years was always rejected by women. Maybe he had good intentions for a while and was just looking for love in his youth. However, he probably displayed some personality quirks and maybe came off as a bit creepy or weird. Girls were put off by this, and his frustration and anger over the rejection sent him over the edge.

I've alway thought that "making her pay for the brush offs" was just a red herring. Some fake clews to give the cops some bussy work. If it were a real clue, I think LE would have found the killer due to the fact that whenever a creep harasses a girl, she will no doubt tell her friends.

That's a good point. It's always hard to tell when Z is just messing with us. The "fake clews to give the cops some bussy work" though is itself thought to be a red herring as people think he was lying because he did leave clues. However, one probably has to accept it's the Zodiac that committed this crime to believe that he could lead us on to begin with. I have to wonder if in his early killings he hadn't completely refined things yet. If you look at the poem on the desk it seems like a premonition of sorts. It would seem to me, and of course I'm speculating...that rejection from girls in early life is a theme that permeates through much of Z's activity.
My main point though, is that the confession would not lead to the boyfriend. It doesn't seem to implicate him, and doesn't go out of it's way to not implicate him since it still would have us believe the killer is someone who knows her or has at least tried to date her.
Also, people can build up a lot in their heads. It could be that these were just perceived brushoffs which Bates was completely oblivious to and considered just normal everyday communication. Thinking back to my own days in grade school and high school, there were girls I was madly in love with that would have had absolutely no idea as I had never or barely spoken to them. Maybe Bates was just another random Z killing. I think though that if you go back far enough, maybe further back then Bates, you might find a girl Z actually cared for. Then again you might not.
