It's hard to judge exact distances and locations when you've never actually been to the area. When you say civilian workers, do you mean primarily locals employed as labourers, electricians etc- or mostly people brought into the area from outside with specific skills possibly not found in Vallejo at the time?

Mare Island was a major employer of civilians who lived in the Vallejo area. All types of trades were employed at Mare Island. In the late 60's and early 70's they ran 3 shifts. I remember friend's parents who worked the night shift or graveyard shift on Mare Island.

I have no direct knowledge, but based on my experience since college, along with the local labor and tradesmen they had to have "experts" and "technicians" in various capacities come in on a regular basis to deal with different shipboard machinery. Remember they were dealing with nuclear equipment besides the typical non-nuclear equipment.

On my street there were two neighbors who worked at Mare Island. Also in the late 60's...some of the older kids 19/20 year olds were getting jobs there. I do recall going swimming there. It was with the neighbors Mom and Children. If I recall correctly it was an officers swimming pool. I actually went to Mare Island just to drive around last month, it's sad to see all the empty buildings as there was so much history.
